La Liga titleholders Barcelona have been given a 14 month transfer ban by FIFA for breaking rules on signing international players under 18. In a move which also sees a fine of 450,000 Swiss Francs (£305,000) imposed for both the club and the Spanish Football Fderation (RFEF), the sanctions mean that the Catalan Club cannot buy or sell and players until the summer of 2015 after the football’s governing body imposed a transfer ban for the next two windows.
Following an investigation by the FIFA Transfer Matching System (FIFA TMS) over the past year, according to the governing body both parties “were found to have violated several provisions concerning the international transfer and first registration of non-Spanish minors with the club, as well as other relevant regulations with regard to the registration and participation of certain players in national competitions.”
In an explanation issued alongside news of the verdict from FIFA, Barcelona ‘were found to be in breach of art. 19 of the Regulations in the case of ten minor players and to have committed several other concurrent infringements in the context of other players, including under Annexe 2 of the Regulations.’ They were given a ‘period of 90 days in which to regularise the situation of all minor players concerned’ while RFEF ‘had also violated art. 19 of the Regulations and other provisions in the context of the transfer and first registration of certain minor players and ‘granted a period of one year in which to regularise their regulatory framework and existing system concerning the international transfer of minors in football.

An Idaho man who admitted trying to assassinate President Barack Obama by shooting at the White House received a 25-year prison sentence on Monday.
Oscar Ortega-Hernandez, 23, appeared in federal court after pleading guilty in September to terrorism and weapons charges. He had been originally indicted on 17 criminal counts.
Prosecutors had charged Ortega-Hernandez with firing a Romanian-made assault rifle out of the window of his car the evening of 11 November, 2011.
After sending a number of rounds toward the White House, he sped away toward a bridge leading to the Virginia suburbs, but crashed his vehicle and fled on foot, officials said.

President Goodluck Jonathan on Monday chided some unnamed state governors over their utterances and actions. He said if 50 per cent of the governors in the country talk and behave the same way these governors do, he would have vacated his seat for others to come and manage the country.
Jonathan spoke while granting audience to the Peoples Democratic Party stakeholders from the North-Central, who paid him a solidarity visit at the Presidential Villa, Abuja.
The President said at a point when the Nigeria Governors Forum turned itself into a monster, it was the zone that helped to stabilise the forum.
He also lauded the zone for producing great leaders, including the present President of the Senate, David Mark, who has been able to stabilise the National Assembly.
He said, “We thank you for this solidarity visit and for giving us a Senate President that has been able to stabilise the National Assembly.
“The governors from the zone have not been stabilising the country because of the way some of the governors talk and behave. If 50 per cent of the governors behave that way, probably, we would have vacated this place and allow others to come and manage it for us.
“But they have been able to help to stabilise the whole country. When the governors forum became a monster and we had a lot of challenges, it was the North-Central that came on board to stabilise the governors’ forum.

President Goodluck Jonathan has called on world leaders to assist Nigeria identify sponsors of the Boko Haram terrorists Organization, saying that the world has the responsibility of holding the sponsors of the deadly sect responsible and accountable for their atrocities. Speaking in Brussels, Belgium Wednesday at the European Union/African Union summit on Peace and Security, President Jonathan reiterated that there can be no development in Africa if the issue of insecurity is not holistically tackled, emphasizing that “peace and development are two sides of the same coin”.
While expressing appreciation of the government of Nigeria to the European Union for its support to Nigeria and other African countries to tackle the threat of terrorism from groups like Boko Haram and in the Sahel, president Jonathan maintained that “that a terror attack on one nation is an attack on us all” and everything must be done to expose and defeat them.
“The weapons of choice of these terror groups are the Small Arms and Light Weapons (SALW). Of recent, they have acquired the rapid propelled grenades and even surface-to-air missiles. Where do they get these sophisticated weapons?
The total value of what these terrorists possess as individuals, in terms of what they wear, where they live cannot buy an assault rifle. We all have the collective responsibility to un-earth their sponsors and supporters who are determined to destabilise Africa. We should hold them responsible and accountable for their actions” the president said.

House of Reps appeals judgment against defected lawmakers......


The House of Representatives; its Speaker, Aminu Tambuwal; and Deputy Speaker, Emeka Ihedioha, on Tuesday headed for the Court of Appeal, Abuja Division, to challenge a Federal High Court judgment which restrained lawmakers who defected to the All Progressives Congress from altering the leadership of the House.
In a notice of appeal filed by their lawyer, Mahmud Magaji, SAN, the lawmakers asked the appellate court to set aside the judgment. Justice Adeniyi Ademola had in his judgment on Monday in the suit with number FHC/ABJ/CS/4/14, which was filed by the Peoples Democratic Party against the House of Representatives, its principal officers and the 42 defected lawmakers, held that there was no division in the PDP to qualify the legislators to defect and continue to retain their seats in line with the provisions of section 68 (1) (g) of the 1999 Constitution.
The section allows for defection of members of the National Assembly in situations where there is division in thier political parties. Challenging the judgment, the appellants argued that the decision of the Abuja FHC was “perverse,” and was not supported by the reliefs sought by the PDP.
They insisted that the trial judge “erred in law when he granted reliefs not sought by the plaintiff,” adding that the judgment “is against the weight of evidence.”
They stressed that Justice Ademola erred when he granted the reliefs sought by the plaintiff and went further to hold that the respondents ought to have resigned their seats as members of the House of Representatives.
Furthermore, the appellants argued that the judge was wrong when he held that the reliefs sought by the PDP in the suit were justiciable and proceeded to grant the reliefs without considering the provision of section 30 of the Legislative Houses (Powers and Privileges) Act Cap L12 Law of the Federation of Nigeria 2004.
The section provides that “neither the President nor the Speaker, as the case may be, of a legislative house shall be subjected to the jurisdiction of any court in respect of the exercise of any power conferred on or vested in him by or under this Act or the standing orders of the Constitution.”

UPDATE: Ibadan ‘lunatics’ have been confirmed as “human parts dealers”- Police

THE Oyo State Police Command said, yesterday, that two of the arrested suspects, who disguised as lunatics, have confessed to be human body parts dealers.

This confirmation was made by the Oyo State Commissioner of Police, Mr. Mohammed Indabawa, at the end of a security meeting with Governor Abiola Ajimobi.
About three “lunatics” on whom human parts were found were killed by angry youths.
Vanguard learnt that a woman who reportedly had 42 SIM cards on her and another man with a price list of human parts died in the hospital.
After the meeting, the CP also said that 42 lunatics had been withdrawn from major streets by the government. He said the move was to prevent them from further attacks.
This came as the police hinted that the forensic pathologists had started work on the den.
While confirming that the den had been in existence for the past 10 years, Ndabawa said the forensic experts were sent from Force Criminal Investigation Department, Abuja.
He said: “Police have rescued 42 lunatics or presumed lunatics from the streets so far. Two people have been killed. Investigation, like I said, is ongoing and out of the so called lunatics, two of them have confessed to be looking for human body parts, but they are not yet related to the Soka incident.

BACK TO SENDER: Lawmakers say they will not vacate their seats......

THE 37 Peoples Democratic Party (PDP) members of the House of Representatives, who defected to the All Progressives Congress, APC, yesterday, appealed Justice Adeniyi Ademola’s ruling that they illegally left the PDP for the APC and, therefore, should resign.

Describing the ruling as a miscarriage of justice, the lawmakers vowed not to vacate their seats because there is no court judgment in the House of Representatives directing them to do so.
In the appeal papers filed on their behalf by M. A. Mahmud, SAN & Co, which have been sent to Speaker Aminu Tambuwal, the applicants said the trial judge erred in law when he dismissed the appellants’ preliminary objection on grounds that the suit was not competent.
They listed particulars of error to include:
•The judge did not advert his mind to provisions of Section 4 of the Nigerian Constitution; failed to reckon his mind with the provisions of Section 60 and failed to follow the decisions in the cases of Attorney General of the Federation and 22 others.
They also contended that the judge erred when he refused to hold that the first respondent does not have the locus standi to institute the suit, when he granted the reliefs of the first respondent and went further to hold that the 1st -39th respondents ought to have resigned their seats.
